IN DATA WAS ENTERED BY HUSTEAD OF GEORGIA TECH., AND REVISED BY MCMAHAN IN 1975. THERE ARE THREE SETS OF COSTS; ORIGINAL 1975 COSTS, COSTS UPDATED FROM 1975 TO 1979, AND COMPLETELY RECOSTED 1979 COSTS.
