START-UP PROBLEMS (ELEC.&WATER) EXPERIENCED. OVER FIRST 11 MONTHS OF OPERATION ONLY 220,000 MT ORE TREATED. ECONOMIC ANALY- SIS ASSUMES PROBLEMS SOLVED AS OF 1980 AND OPERATING AT 100% OF DESIGN CAPACITY.
