THERE IS POSSIBILITY THAT SOME OF BAUXITE FEED FOR REFINERY/ SMELTER COULD COME FROM OVERSEAS. IN 1979: ZAIRE OFFERED POWER RATE OF 4 MILLS($.004)/KWH, ALUSUISSE WANTS RATE OF 1.5 MILLS($.0015)/KWH. POWER BASED UPON THE INGA HYDROELECTRIC PROJECT ON CONGO RIVER.PLANNED CAPACITY OF 58,000 MW(AT 2,400 MW IN 1979), EST. PRODUCTION FROM 1974-ROV. LOCATED E OF TSHELA;CO-ORDINATES GIVEN ARE FOR TOWN OF KITSAKU 50 KM E OF TSHELA. REFINERY-SMELTER COMPLEX TO BE BUILT AT SUMBI LOCATED 140 KM FROM INGA HYDROPOWER PLANT AND LESS THAN 200 KM FROM BANANA SHIPPING PORT. JOINT VENTURE PROBABILITY: ZAIRE GOV=49%, ALUSUISSE = 51%.
