NO DEVELOPMENT HAS BEEN CARRIED OUT ON THE MAIN REEF SINCE 1966. THE LOWER LEVELS OF THE MAIN REEF ARE FLOODED AND UPPER-LEVEL VALUES ARE ERRATIC.
